June 1789 in a small town in the southwest of France: the locals are mystified by the feats of a strange hero called the Black Tulip who practices a special kind of justice... he robs from nobles. The Chief of Police, so called the "Fly", is convinced (and rightly so) that the Black Tulip is none other than the young and seductive Julien de Saint Preux. The calculating police chief tries to trap him.
